The Malaysian Ministry of Trade, Investment and Industry (MITI) has just announced the final decision on the review of anti-dumping duties on cold-rolled steel or non-alloy steel products with a width of more than 1,300 mm imported from China, South Korea, Japan and Vietnam. Accordingly, MITI continues to impose duties on Chinese and Japanese manufacturers of these products; and terminates the imposition of duties on related exporters from South Korea and Vietnam. Specifically, 3 Chinese steel manufacturers, including Angang Steel Co., Ltd., Maanshan Iron and Steel Co., Ltd. and Shougang Jingtang Iron and Steel Co., Ltd., are subject to duties ranging from 4.82% to 8.74%. Other Chinese iron and steel manufacturers/exporters will be subject to a duty of 26.38%. All Japanese manufacturers/exporters will be subject to a duty of 26.39%. These duties will be effective for five years from 23 June 2025 to 22 June 2030.
Meanwhile, MITI lifted the imposition of anti-dumping duties and investigations on imports originating or exported from South Korea and Vietnam, effective from 23 June 2025.
Previously, on 24 December 2024, based on an application filed by Mycron Steel CRC Sdn. Bhd. on behalf of the domestic steel industry to MITI, Malaysia initiated an administrative review on the expiry of anti-dumping duties on cold-rolled steel coils with a width of more than 1,300 mm - excluding cold-rolled black steel sheets for tinplate, imports for the automotive industry and heat sinks for transformers - originating or exported from China, South Korea, Japan and Vietnam.
The anti-dumping duty on imported steel products was first imposed by Malaysia in 2015 and was extended in 2020, to protect the country's steel industry from unfair trade practices and dumping by foreign producers. MITI said the review was conducted under the World Trade Organization's Anti-Dumping Agreement and Malaysia's Anti-Dumping and Countervailing Duties Act 1993.
Malaysia's decision to lift the anti-dumping duty on Vietnamese steel is a positive signal, helping to expand opportunities for Vietnamese enterprises to penetrate deeper into the Southeast Asian export market.
