Tariffs for a thin aluminum grade effective from Thursday (December 23), range from 8.6% to 18.2% and are higher than the previous anti-dumping duty of 6.0% to 28.5%.
The EC, which launched an investigation after complaints from EU manufacturers, said China had identified aluminum foil as a key industry and intervened with preferential terms, credit insurance for export, subsidies, tax exemptions and land use rights at prices lower than market prices.
The survey also shows that China's market share of rolled aluminum in Europe has increased from 18% in 2017 to 24% in 2019 with the average price decreasing over time.
The EC launched the investigation after receiving complaints from six European aluminum producers, including Italy's Carcano Antonio, Luxembourg's Eurofoil and Germany-based Hydro, alleging that the industry Aluminum production, which Beijing has identified as a key industry, has received state subsidies.
